Our client is recruiting for a highly experienced and effective project manager to manage projects that directly align with the utility’s strategic plan. This position will report to the Program Manager of Projects and Technologies and will be responsible for end-to-end project completion. Client Projects and Technologies Program is part of the utility’s Advanced Grid Technologies group, focused on core and emerging utility technology. The successful candidate will have exceptional skills in project management and change management with experience managing technology projects, IT/OT systems integration, business process recommendations, project budgets, and deliverables. The candidate must also exhibit demonstrated success in managing stakeholder relations and working with vendors, consultants, and cross-functional teams.

Essential duties and functions may include the following. Other related duties may be assigned:

  1. Direct and manage project development from beginning to end, submit proposals, and recommend subsequent budget, scope, and schedule changes and/or contingency plans where necessary
  2. Develop project scope, cost estimates, human resource requirements, work plans, time schedules, communication plans, and make work assignments to meet project or program objectives
  3. When necessary, assist in writing Request For Information/Request for Proposals for external services and business plans for internal executive approval
  4. Develop project plans and associated communications documents, identify and manage project dependencies and critical path, and track and report on project milestones and deliverables
  5. Develop written business requirements and models
  6. Request the resources and participants needed to achieve project goals and where required, from other department managers and participate in the acquisition of required personnel within the City of Austin
  7. “Own” the business relationship with subject matter experts and their leadership from project kickoff to close out
  8. Direct tasks/work for a project team comprised of subject matter experts from Utility IT, Business, and external vendors
  9. Define the project success criteria and disseminate them to involved parties throughout the project life cycle 
  10. Identify, analyze, and create risk-based scenarios to drive project decisions
  11. Effectively communicate project expectations to sponsor, team members, and stakeholders in a timely and clear fashion, and facilitate project management and project status review meetings
  12. Develop successful transition, training plans, and recognition for resources on the project team
  13. Assist in the development of a forecast/project timeline and project plan for achieving utility Grid Modernization goals through FY2025

WORKER SKILLS AND QUALIFICATIONS (Required)
Minimum (Required):

  • Graduation from an accredited four-year college or university with a degree in Business or Management, Engineering, computer science, computer information systems, or management information systems
  • Project Management Professional (PMP) certification from PMI

4 to 7 years of experience with the following:

  • Demonstrated experience implementing large-scale IT/OT enterprise application projects
  • Experience in systems integration projects
  • Demonstrated application of project management techniques, WBS (work breakdown structure) development, and coordination of people and resources
  • Proficient in Microsoft Outlook, Excel, Word, Project, PowerPoint, SharePoint, and Visio, WebEx
  • Proficient in change management methodologies
  • Proficient in presenting to multiple levels within an organization

Preferred:
3 years of experience with the following:

  • Experience leading projects related to utility design, including but not limited to AutoCAD, distribution design, construction, transmission design, tree trimming work management
  • Experience in developing and managing remote teams
  • Familiarity with utility business practices and relevant business needs
  • Familiarity with Software/Firmware Release Management
  • Familiarity with working with a government entity
